Elsa Broeker (Co-Chair) is the Chief Regulatory Counsel and Asst. General Counsel for Green Dot Corp., a publicly traded bank holding company. Elsa has spent more than a decade helping financial technology companies of all sizes develop innovative products and services. As a strategic partner to business and operations teams, Elsa enjoys providing guidance on a broad range of matters, including privacy and data security, consumer protection, anti-money laundering compliance, and money transmission regulation. Prior to joining Green Dot, Elsa was counsel at Pillsbury Winthrop Shaw Pittman LLP in the firm’s FinTech, Payments & Blockchain practice group. Elsa also previously served as chief counsel for Rev Worldwide, an early-stage international prepaid card provider and payment processor. Elsa graduated from Dartmouth College and received her law degree with honors from The University of Texas.
